One transfer from the old wallet to that address inside the next hour is excused. The new wallet takes over the old one's record and its clean streak.

Why it works this way
If only sells counted, a jeet would send the bag to a second wallet and sell it there. So giving tokens away counts the same as selling them, whoever is on the other end.
Splitting a bag over many wallets buys nothing either: the 20% line is measured on every wallet, so the share you can let go of in a day stays the same.
The permit is the one honest exception: you said where your own tokens were going before they went.
